Can someone explain this?

Bruce McConkie wrote in Mormon Doctrine, 'Grace is granted to men proportionately as they conform to the standards of personal righteousness that are part of the gospel plan'

I guess the gospel plan he is writing about is

2Nephi 25:23
For we labor diligently to write to persuade our children, and also our brethren, to believe in Christ, and to be reconciled to God; for we know that is by grace that we are saved, after all we can do. 

To me, the gospel plan is 

1 Corinthians 15:1-4
Chapter 15
The Resurrection of Christ
 Now I would remind you, brothers, of the gospel I preached to you, which you received, in which you stand, and by which you are being saved, if you hold fast to the word I preached to you— unless you believed in vain.
 For I delivered to you as of first importance what I also received:that Christ died for our sins in accordance with the Scriptures, that he was buried, that he was raised on the third day in accordance with the Scriptures,


It is not done through our adherence to certain standards, that merits salvation, or is the plan of salvation. 


If grace is granted proportionately to our conformity to the 'standards of personal righteousness' then the more sinful a person is the less grace he gets, the more righteous the more grace is granted. 

Where that F.A.I.T.H.S. 

Romans 5:20
Now the law came in to increase the trespass, but where sin increased, grace abounded all the more,


This says that God grants grace because He wants to, not because of us. Grace which is undeserved cannot be merited or earned. 


Romans 5:1-2
Chapter 5
Peace with God Through Faith
 Therefore, since we have been justified by faith, we have peace with God through our Lord Jesus Christ. Through him we have also obtained access by faith into this grace in which we stand, and we rejoice in hope of the glory of God.


This says we are justified by faith through grace freely. 


Romans 3:24
and are justified by his grace as a gift, through the redemption that is in Christ Jesus,
